Project Management, Performance Measures, and Statistical Decision Making

Herding Cats

There is a current rash of suggestions on how to improve the performance of software projects. I work in the Software Intensive System of Systems domains in Aerospace, Defense, Enterprise IT (both commercial and government) applying Agile, Earned Value Management, Productive Statistical Estimating (both parametric and Monte Carlo), Risk Management, and Root Cause Analysis with a variety of capabilities. Figure 1 - Planned Estimates versus Actual Performance from [1].

Project Versus Product in Agile Development

Herding Cats

This quote is typically the basis of proposing agile software development over traditional software development. If the development work has no deadline , no not to exceed budget, no Minimal Viable Capabilities in the sense of MVP's meaning without these CapaCapabilitieslemented by there Features we cannot Go Live on the needed date for the needed budget, then the phrases in the quote may be applicable. What Does This Mean for Agile? . Agile shouldn't care.

How to Talk About Estimates

Herding Cats

We can't talk about estimates or estimate, without also talking about the precision and accuracy of the estimate (the noun) after we have performed the estimate (the verb). . If I'm risking two weeks of work for the Scrum team of 5 people it's a much different need from the risk of a $10B manned spaceflight program being supported to congress for budget authorization. . To learn more about estimating on Agile programs read Chapter 5 of the bibliography below.

Value First, Requires Margin and Contingency

Herding Cats

There's a popular notion in Agile that says Focus on Value. There's a webinar coming this week with the title Value First: How our Customers Deliver every Project On-Time, Under-Budget, and High-Quality. But in order to deliver every project on-time, under-budget, and high-quality, there MUST be margin (for the irreducible uncertainties) and contingency (for the reducible uncertainties) since all three of those metrics operate in the presence of uncertainty.

Connecting "What" with "How" - and the Failure to Understand the Principles of Systems Engineering and Systems Management

Herding Cats

It's been said by an agile voice that. The original agile author's quote shows that systems engineering is missing from his development of software using Agile. This is a serious mistake for any non-trivial project or product that operates in the presence of uncertainty, deadlines, not-t-exceed budgets, and mandatory sets of capabilities that are produced in exchange for money. Progress and Value are measured with the same in Earned Value Management.

4 Fallacious Reasons to Estimate and Why Those Are Fallacious

Herding Cats

This is a recurring theme of #NoEstimates it's a waste to me the developer, I'd rather be coding , I'm not good at estimating , I see no value in my making estimating when you're just going to use them against me when I'm late and over budget. I need an estimate because… I need to measure productivity. Thus, the common approach to "measure productivity" is to compare the estimates against what, in fact, happened.

Misinterpretations of the Cone of Uncertainty

Herding Cats

The Cone of Uncertainty as a Technical Performance Measure. Active reduction requires we have a desired reduction goal, perform the work, and measure progress toward the rduction goal. Management of this reduction work and measurement of the progress is a Close Loop Control System paradigm. Closed Loop Control, has a goal, an action, a measurement, and a corrective action. The Cone of Uncertainty as a Technical Performance Measure.

What's Missing from the Agile Software Development Paradigm

Herding Cats

Agile software development is framed by a manifesto , a set of 12 principles, several methods. The customer is accountable for knowing what Done Looks Like (in Unity of measure meaningful to their domain). The results include system-level qualities, properties, characteristics, functions, behavior, and performance. Anything less results in systems not worth having or fail to function or perform. [3], Agile is the ability to create and respond to change.

Software Intensive System of Systems

Herding Cats

The development of the software and sometimes the development of the hardware is done in an agile manner, using one of several Agile development methods - SAFe, Scrum for example. If a system of systems is disassembled into the component systems, these component systems are capable of independently performing useful operations independently of one another. The system of systems performs functions and carries out purposes that do not reside in any component system.

Is Macroeconomics and Social Science the Same as Software Development?

Herding Cats

There a popular notions in the agile development world that authors like Hayek and Taleb speak to how software development works. You Can’t Understand Agile Without Understanding Hayek. In our domain this is the Performance Measurement Baseline, which is a time-phased budget plan for accomplishing work against which contract performance is measured. It includes the budgets assigned to scheduled control accounts and the applicable indirect budgets.

Cone of Uncertainty - Part Cinq

Herding Cats

The Cone is a project management framework describing the uncertainty aspects of estimates (cost and schedule) and other project attributes (cost, schedule, and technical performance parameters). Estimates of cost, schedule, technical performance on the left side of the cone have a lower probability of being precise and accurate than estimates on the right side of the cone. The Cone is NOT the result of the project's past performance. Agile 2008 Conference. [18]

What is an Estimate? What is Estimating?

Herding Cats

There are several partitions of this information that are common in building the Performance Measurement Baseline (PMB). The PMB is a time phased, budgeted description of the project. In traditional programs, this is an Integrated Master Plan and Integrated Master Schedule, with budgets laid into the Work Packages. In Agile the Product Roadmap and Release Plan are the basis of the PMB. Several other government estimating organizations.

Start with Principles, Not Personal Anecdotes

Herding Cats

We can estimate the total cost, total duration, and the probability that all the Features will be delivered on the program we are working for the US Government. In the project domain, an estimate is a calculated approximation of some desired measurement. Showing up late, over budget, and with missing Capabilities is not what the customer paid for. Let's start with some more resources for making estimates in the presence of uncertainty on agile projects.
