The Cone of Uncertainty as a Technical Performance Measure. These activities, their releationships and values are defined in a PLAN for increasing the probability of success for the project. The creation and management of the Plan is usually performed by the Program Planning and Controls group where I work. .

Measures of Performance - are performance measures that characterize physical or functional attributes relating to the system operation, measured or estimated under specific conditions.
