It just closed the loop faster. But when some statement is made about risk, estimating, performance modeling, or the like - always ask for references. Sensitive dependence to initial conditions means that nearby trajectories separate exponentially fast, i.e. two identical systems set up together in the same way such that the initial conditions are arbitrarily close together will have their trajectories rapidly diverge.
